I would like to know if anybody uses a color chart and if so, which one would be better choice for art reproduction ( to eliminate color casts and shifts ) and used with Photoshop CS3.

X-Rite MSCCC ColorChecker Chart $69
X-Rite ColorChecker Passport Software $99

The chart alone should be sufficient for your purposes.
