Seriously, I think it's purpose was to drive a counter to count revolutions of the shaft or some such thing.

Nope, think toy, but very old and not in use today that I am aware of. Because of it's size I don't think it had a practical use. |

I guess that was too much of a clue. Yes it is.
It's about 10 inches tall and was my dads.
eta again: I may just try and get it working again. It works off of 110V.
