So far, Spiff is the closest. It does go with a vacuum cleaner, but not for cleaning.

Bingo!

It's a "Belt Lifter", a tool to help install new drive belts on vacuum cleaners. Basically, the belt rests in the groove on the narrow end and the fat end gives you leverage to position the belt while it's stretched.
