Hmmm...
First impression is that it's a soft metal, shaped like a wheel weight used on spoked wheels (typically motorcycle). Appears to have been used more than once.
Do they balance wheels on bicycles?

Not used for balancing something.

To me it looks like a bumper or foot of some sort. I am having a hard time wrapping my head around the wear marks. Some appear to be direct hits and others look to have spun around it. |

Let's see... things it is not:
- Not a bell clapper (or a clapper of any sort)
- LOL, not a thimble or athletic cup
- Not a bumper or foot from anything.
Things it is:
- It does have a "mating part."
- It's made of a uniform material throughout
- The material may not be what it seems
- If you're handy 'round the house, you've probably seen one

It's a mirror. The item on the mirror is just a diversion.
Having read your hints which came on line while I was typing, I'm thinking that it's plastic or nylon which is why the photo is B&W. Is it a concrete anchor?

Nope, and nope. Two more hints before I run off to work:
- The "mating" part to this is much larger than it is
- some of the marks on the surface may have been made by human teeth
