It looks like a bracket that holds some kind of tubing, possibly for an oil or ATF cooler. It's hard to guess without something to give it scale besides the hex hole in the allen bolt.

The hex hole is 3/16"

The side that is facing you is about 5/8" tall, the bolts on top take a 1/2" wrench

Valve tappets and guide for a roller rocker valve train? Or, maybe a bracket that goes along the valve adjusting bolts to give them extra support so they don't snap off at 10K RPM ?

Close enough, it is a rocker arm stud girdle. Keeps the studs from walking around at 9000 rpm on a 1500 horsepower chevy 350.

Cool. In the days when we were running 1/4 mile, it was going big to get 350 HP from a 327 small block Chevy.

NO, Twin turbo'd, alcohol dragster. Well it wasn't really a chevy... anymore... merlin aluminum block, forged everything, roller'd everything, studded everything, girdled everything.
I just sold those heads for $3500 alone!

Things have come a long way...

I just rebuilt a 2005 chevy 6.0 LQ4(like an LS, but iron block and out of a truck) I threw a cam in it and changed it from fuel injection to carburated. It is making over 500hp on pump gas!
