Judging from the texture and length of the hair, I'm thinking it's a synthetic material/fabric. Reminds me of the kind of carpet peeps would use on a balcony.

To be honest, the specific material isn't the answer, but I would expect, based on the relatively low cost of the item, that the material is pretty generic.
