It's a gear system used to get higher shaft rotation speed from four draft animals. I would guess that the output ratio is about 40 revolutions for each turn of the animals around the ring gear. What it was built to drive is a mystery, but it looks like a bevel gear on the output, so the output shaft could come out to one side.
Maybe it was the drive system for a circular saw sawmill, or grain mill.

Correct material choice. This piece has a special job, and that's what the puzzle is about. The hint should be almost a giveaway.

It's a pinhole zoom lens. By moving the pinhole on the bellows rail, the focal length changes, the same as a zoom.
