I am pretty sure I know the answer, would this be considered spot editing if you remove halos from around lights?

Legal as long as you don't create new elements. Spot editing also legal in advanced. Neither in basic.

This can't be answered without seeing the specific case ... you best option is to make a before/after image (pasting them side-by-side into a new image makes it convenient) and submit it in a Ticket (look under the Help menu), and let one or more SC give you an opinion, but recognize that an informal OK would NOT be "pre-validation" because it could later be determined that it was a violation after all after everyone looks at and discusses it.

Spot-editing is legal in Advanced, but you can run into problems if you add or remove things to too great an extent and make a significant change to the scene -- it is a subjective decision for which there are no firm objective criteria.
