i added this border to an image but i dont think i did it the best way, meaning i just freehanded a selection close to the edge and stroked the selection.

what is the best way to accomplish a border like this as to maintain the same distance offset each of teh four sides?

You don't say what software you use, but to do it on Gimp I'd select all (Select >> All) , shrink the selection by the required number of pixels (Select >> Shrink...), then stroke the selection (Edit >> Stoke Selection...).

using photoshop, thats how i expected it to be done but i cant seem to find a way to "shrink" my selection. i know it has to be able to be done.

You can't "Contract" a selection when you've used the "Select All" function.

Try this (this will make a border 16 pixels in from the edge):
-Select > SelectAll
-Select > Modify > Border = 16 pixels
-Select > Invert Selection
-Stroke

If you want the border further in from the edge, you can use the Select > Modify > Contract command once you have inverted the border selection and the marquee is no longer at the margin of the image to shrink the selection by as much as necessary.
