Well, more or less I understood all the rules in the different kind of challenges (above all not to use pictures as a background... LOL), but I miss something about blur. Which are the limits of using blur in advanced editing? Is it gaussian blur allowed, and radial and motion blur not? |

Motion and radial blur are likely to be DQ'd because they create a shape or effect not present in the original. Gaussian blur could be DQ'd if applied to so great an extent that it changes the composition or makes objects disappear completely. |

According to the rules, if there is already blur present, you can enhance it. So if you already have some motion blur, for instance, then by the letter of the rules you can add motion blur to enhance it. You cannot, however take a sharp-edged, motion-free object and make it appear to be in motion by adding blur.
With respect to Gaussian blur, you can add it where no blur was present, but as Paul stated, not to such an extent that it completely removes a background.

Cannot under basic editing, because that requires only using gaussian blur selectively. If it's applied to the whole image, and has no shape, I don't think it can be DQ'd.

yeah i know it illegal in basic, but what about advanced? |

I used blur excessively in this image on the sky only (I dislike the image, the edit was done at 4am my time and it seemed like a good idea at the time) -

Required validation and passed. That was with 20-pixel Gaussian if I remember correctl (sleep depraved madness inspired that masterstroke)
