Don't see why not. It's just a white border and a black border.

Official " you may .......add a border to the outside edge of your entry. Your border must be distinct and clearly recognizable as a border."

Technically no problem with the border. Not sure if all the voters will appreciate it. For me, it's a bit too heavy.

Btw. Although this image is 3 years old, it's still beautiful, but IMHO this border makes it less impressive

I'm a fan of borders, so as long as it's legal, it looks good to me.

The only way you'd get in trouble is if the image had a predominantly white background and the white border appears to extend the background by creating negative space that could be associated with the image.

This is true of any border treatment.
