What is better, turn in camera noise reduction on or off?

Shooting in RAW is reccommended to all.off

If you are referring to long exposure noise reduction, the answer is, "it depends." For exposures of moderate length, less than about 1 or two seconds, it can be a great benefit. For longer exposures, the benefit is still there, but because the NR takes as long as the original exposure, it will mean you cannot shoot within that time. That obviously becomes a problem as your exposures get into multiple minutes.
