it all depends on the context, as well as your intentions.

are you talking about contests? the rules typically spell it out.

are you talking about taxes? talk to your accountant.

are you trying to make a living? ralphnev is on the money.

it does matter where you live. in the us, harvey is correct. in some places (like iceland/norway/sweden), you have to get a degree and serve an apprenticeship before you can call yourself a professional.

in the end, though, if you do what ralphnev said, it will come down to what harvey said: others will consider you a professional. good luck!
