so i am trying to 'stroke' a border onto a picture and instead of the usual fine line i am getting a big blurry one, much bigger than the 5px i am choosing. any ideas?

also the rectangular marquee tool is giving me big rounded corners instead of pointed ones...no clue on that one either

It's the feather radius. Set it to zero on your selection and you'll be fine.

It took me several days to find that out.

i know how to do that, what i wanted was a thin white line inside the image area while not adding a black border to the edges

Set the aspect ratio to 1x1 (fixed) for the marquee tool to get a square.

Rounded corners are part of feathering, are you getting rounded corners with feathering at 0? Check your radius then. If you have one you are using rounded rectangle, click left.
