excuse the ignorance but is this a function?
one of the comments was too much 'neaten image' makes the
photo look plastic.

Neat Image is a program used for sharpening and removing noise. You can download a free version from here: //www.neatimage.com/

thanks mandy, i'm referring to a photo in the
extraordinary challenge that i thought was outstanding, it never
did well. i would like to do a self portrait using this method.

Oh yeah, he used that prgram to get the really smooth, plastic looking skin.

It looks more like a robot than like a human being. The shot is not bad but obviously that's an example of too much neatimage or something similar. Personaly I prefere noise to that.

thats why i thought it was so great, fitted the extraordinary challenge 100%

[have downloaded neat image & have no idea how it works}
can one get the same effect with blur, etc. on photoshop?

Check out the help link that comes with it, it's really good. The program seems impossible until you read through that, then it's easy. You can get the same effects with Photoshop, but this is an easier way - it's like using a Photoshop filter.
