I've yet to seen this discussed on DPC, but would an unaltered video file count during validation, if one wanted to use a single frame for a contest entry?

I think the subject came up a couple years ago, I think the problem was the lack of EXIF attached to the image therefore not legal.

The EXIF would be the key. If the video camera is one fo those that can capture still frames on demand, it may well record EXIF information. You could submit a sample to the SC for analysis. If you are just snipping a frame out of a video stream, then of course there will be no EXIF, and it would not be a valid original.
