That's a little misleading, unintentionally I'm sure.
You can do pretty much whatever you want, color-wise, in basic editing if it can be accomplished without making an actual, physical selection of part of the image.
So with the hue/saturation tool you can choose from the drop down menu (which defaults to "master") Any of a variety of colors then change the hue, the saturation, and/or the lightness of that particular color throughout the image. You can turn all your yellows blue this way, or you can totally desaturate all your reds, or whatever, and that's OK.
What you CAN'T do is use some tool to select a particular object or area, and then make the changes happen only within the selection. That's allowed in advanced editing, but not in basic.
