I'm not exactly new to PS.. but new to some of the tools. I've never really used the burn tool but I like how I've seen it used here in some of the pics.

I have this pic of my kid.. just a candid shot I took of her showing off her "Tat". It's overexposed and I was trying to burn her a little. Is there a good way to uniformly burn the subject? Or maybe select an area and burn it uniformly to a certain degree? I keep making her splotchy. I'd much rather be able to single her out and burn her as a whole so that's all even.

Use a brush that's about as wide as her arm if you want to use the burn tool. I'd suggest creating a new layer, using curves to make the whole image a lot darker and then using the eraser (E button) to erase the background and bring it back to where it is now. I may try later if that's ok. Gtg to work now.

As mavrik said use a brush about the size of her arm or even bigger. Set it to burn highlights and the intensity to 15-30%. Better start with the lower value.

TG - the new photo does look much better...

By the way...how did you upload a photo to the site as a registered user and not as a member? Just wondering...
