When using the crop tool in photoshop (by hitting C), there is the option of adjusting for perspective by dragging the corners to follow straight lines in your picture. Am I correct that this is not allowed to use in Basic, but it is allowed in Advanced? I guess the same goes for the lens correction sliders (distortion, vertical/horizontal etc) in Lightroom, are these disallowed in Basic but allowed in Advanced?

They are allowed in advanced, but only to correct, not to intentionally distort (produce an "effect" that didn't exist before)

So in a way, perspective correction is to distort your image so that the converging verticals are corrected? And distortion is included in the "you may not" part of the Advance Editing rules. Is it really legal? Coz i have been avoiding it.

Neil said it well. I have used Perspective in Advanced editing challenges before, but vary sparingly.
Correct and Producing an effect that didn't previously exist can be separated by a very thin line.

I don't know if things have changed in CS4-5, but in CS3 you can only crop and rotate with the crop tool, and both are legal in basic...

According to this article it was introduced in Photoshop 6. Look for the checkbox named "perspective" above the image area when the crop tool is active. It's a really neat feature :)

Cyberlandz: The part about distortion is what made me unsure as well, but the Advanced editing rules also has a conflicting rule stating that you may "use software to correct perspective, lens defects, or minor misalignments" which I guess is there to specifically allow this type of adjustment.

Part of the reason I am asking is that my favorite lens has a slight barrel distortion when shooting wide, something that can become very visible in pictures with buildings, columns, light posts etc. As far as I understand, my camera (EOS 7D) supports automatic adjustment of barrel distortion etc in-camera, but obviously not for third party lenses. Had I been using a supported lens, I guess the camera would be able to do this automatically, making the adjustment legal under Basic Editing through the rule "[You may] use any feature of your camera while photographing your entry"?

Another related question: Is adjustment of chromatic aberration legal in Basic? I'd argue it falls under "use filters or stand-alone utilities designed to preserve image integrity", but I guess it could also be argued that it is just another lens adjustment and thus reserved for Advanced...
