would touching up a photo by "airbrushing" out any blemishes be legal in an advance editing challenge, the airbrushing done in a separate layer?

In general, yes, that's legal. There are exceptions. In Advanced, it's not so much about what tools you use, but about how you use them. Removing minor blemishes is fine, but removing something that would change the typical voter's description of the photo's content is not fine and will result in a DQ. If you are unsure about where the line is and which side your proposed edit is on, use Help>Contact and ask the question of the Site Council via a ticket. Use the "General Inquiry" category.

so if i wanted to on a separate layer actually use the airbrush to touch up, highlight facial features and not just clone out blemishes. basically apply makeup, but not clown makeup of course.

That should be fine. If the makeup is subtle, it wouldn't be a problem. But if, for example, you changed the shape of the lips significantly with your virtual lipstick, this might be a no-no. A light application of blush ought to be fine, but a noticeable circle would run afoul of the "new elements" proscription. Likewise for heavy eyeliner added in post.

That's how I'd interpret it anyway. But I'm not SC, not by a long, long shot :-)
