Edited to add: But that's not the point. My question is if you get DQ'd and you admit that you used illegal editing does your penalty get waived?

It's on this photo:
But on the photo before that one (which was also DQ'ed) it just says "user admitted illegal editing" and doesn't mention anything about a penalty waived.
And I was under the impression (because I read it in the forums from an SC member) that you could not self-DQ if you broke the rules. If you break the rules it's a normal DQ. You can only self DQ if you just want to take your photo out of the challenge during the voting stage for any reason other than breaking the rules. |

It sounds like it's the case of you turning yourself in for not realizing, until after the fact, that it was different editing rules. After all, the person could leave the photo in, and no one may ever know that they goofed. But if you do the honorable thing and admit your mistake, there should be no penalty for it.
