Gotta question.... Say I take a pic for an open challenge (basic editing) in the RAW format. I bring into PS CS. So long as any settings I make are on the whole image, that's legal, right?

All the things like setting the White Balance, etc, should be fine ... as you say they apply to the whole image.

Make sure you keep the intact original separate in case you need to send it in.

But about the lens settings (vignett and vignett midpoint)? Can I use those?

I just reviewed the availabe adjustments in the PhotoShop CS RAW Converter. The only settngs that need some discussion, IMO, are under the "lens" tab (advanced options). I will bring this up with SC. I'm very confident that you will be OK to use all adjustments except those under "lens".
