I've never used it, so I don't know how good it is, but it appears to be similar to Photoshop or Paintshop Pro, and the description says it is compatible with PhotoShop plugins. If you're looking for an inexpensive image editor, you probably can't go wrong for $13 US.

Looks interesting. But sadly I'm $2 short in my checking account or I would go ahead and try it :(
