I've heard of software which can do this, but I can't remember its name. Maybe try searching in the software section of Cnet.com for "collage" or something ...

The process is called photomontage or photomosaicing.

Read here for an example creation and the process used, this was the result, and this Perl language program was used.

Here is a project page about photomontage, was big at SIGGRAPH where I used to go (and sparingly publish:-).

Found some freeware that says can do this. I'll post sample and link later....late for work.....

Ok..here's what I created. See photo info for details.

Pretty amazing. I used 250 unique photos. However, I choose to have 2000 in this mosaic so I have many repeats. Step back from the monitor and you will see the actual photo...pretty cool.

Print came out nice also !
