I saw in Basic Editing something about selection tools. So does this mean that I can not select an area, like selective desaturation? Thanks!

no spot editing allowed i believe. adjustments can be made as long as they are made to the whole image i think.

Correct. All adjustments must be performed on the entire image. It is still possible to do selective desaturation, using the hue/saturation dialog (I as-u-me photoshop). You just need to select a color channel, then mess with the sliders until you get the range of colors you want to desaturate. But don't use a selection tool.
