i have somehow closed the tool options window to sdjust the levels and cannot get it open again, cant find where to open it back up

Under Dialogs --> Tool Options on the image menu.

ok i found that but how do i get it to automatically be open in the red circled area |

Dammit!! I've f*** it off the very same way you did trying to duplicate the problem! Indeed I did! Grrrrrrrr ;-)
Now I know how to take it out, but not how to have it back in!
anyone for a solution?

Ok, I got it!
Open any tool option box, let's say clone tool, by clicking twice in the tool icon. Once you have the options window click on the gimp window title, not the windowbar title, the grey bar where you can read "clone tool options" and you see a left pointing arrow and a close window mark on the right side. ok, drag the window to the tiny bar below the colors, patterns, brush... icons on the main window toolbar. it will turn to blue when your pointer is over it. drop it here. you're done.
you can read something like "you can drop dialogs here" (my Gimp displays messages in spanish so I have to guess what yours says) when you leave the mouse on the tiny bar for a second or two.
really weird, isn't it? ;-)

well, just for the sake of playing, I've discovered you can add quite a few option tools and dialogs there, like the histogram, document history... you name it!
another problem turned into a feature.
