Are the thin borders legal?

Yep. See the Basic Editing rules excerpt below:

"Borders: Your submission may include a border, but the border may not contain any text, clip art, photographs, or other artwork."

just one more question how do you do borders but if the subject is going beyond the border how do you make the border dissapear on the part of the subject?
