additionally, say there was a challenge that you take an "ultra zoom shot"...not everyone can afford a 300mm or more lense, or more simply, not everyone can afford a digital slr.

Some people, just won't have the access to the equiptment, or the subject, no matter what the challenge. Not every challenge is going to be fair. It just won't happen. You do the best you can with what you've got. That's all anybody can do.

Khaos has but it the best, a long exposure challenge or make it a low light challenge?!?

If it's a long exposure or bulb challenge, I think every entry in the challenge could be up for a DQ request just to make sure that it really was shot at the required shutter speed. Question is, will DPC ever be in a situation to verify that every single entry meets the challenge. I suppose not.
