I have a theory - I'm not completely convinced of it as yet, but it certainly seems true some of the time, if not always.
When presented with a challenge with 171 entries, people will sometimes look first to remove a shot from contention when they see it - especially the speed voters who just want to get through all the entries. If therefore, it says 'no motion blur' in the details, they will happily take that to mean in the entire image, as it allows a shot to be discounted, thus making their choice more select.
It cannot be stressed often enough - if you want to score well, you must nail all aspects of the challenge to even the most grumpily officious voter.
I know the shot to which you refer - I think you've provided more information than necessary in your post, though quite obviously that knowledge isn't going to affect your score - and I think you met the challenge. But when i saw it I thought - uh oh, this one's going to get voted down for that blurring.
As to the wow factor - try this approach: could you really imagine your shot being sold on a greetings card? Of any kind? Really? If you can genuinely answer yes to that, you can, provided you meet the challenge, almost be guaranteed a 6.
