Only adjsutment layer are allowed. but let's say I want to aply an adjustment like shadow and highlight. Can I make a copy of the background layer, do my adjustment on it and blend it using normal mode with the opacity I want?

No, sorry to say you cannot use a duplicate layer in basic editing. You can simulate the effect by running shadow/highlight and then immediately selecting "edit/fade..."
The downside is, you can't go back & adjust opacity later like you can with an adjustment layer.
