I routinely see people saying that they manipulated or adjusted "curves".

What are they?
I am obviously missing something.

I typically use Paintshop Pro 8, is this a Photoshop exclusive?

from the Photoshop CS Help Index:

Like the Levels dialog box, the Curves dialog box lets you adjust the entire tonal range of an image. But instead of using only three adjustments (white point, black point, gamma), with Curves you can adjust up to 14 different points throughout an image's tonal range (from shadows to highlights). You can also use Curves to make precise adjustments to individual color channels in an image. Settings made in the Curves dialog box can be saved for use on another image

Like the Levels dialog box, the Curves dialog box lets you adjust the entire tonal range of an image. But instead of making adjustments using only three variables (highlights, shadows, midtones), with Curves you can adjust any point along a 0-255 scale while keeping up to 15 other values constant. You can also use Curves to make precise adjustments to individual color channels in an image.

With that said, I have a hard time using CURVES. I suggest taking a picture that you like and working with it and saving as - keeping the original.
-Hope that helps

Yeah, Please enlighten us. I use Corel PhotoPaint. Everything I find online (so far)concerning Dodging and Burning is Photoshop-centric, as well. Can someone with advanced knowledge of other software do a few tutorials?

Instead of like levels you can adjust the highlights, midtones, and shadows separately so it makes it a more powerful tool then levels. You can target the spot that you need to change with a dropper tool and get more control.

I do have a question, Can Curves be used under Basic editing? I have not used Curves on any of my entries because I didn't know. PLUS-im not that good with PS yet.

curevs can used in basic editing - as long as its applied to the entire image. not a seletion of the image.
