Alright, I know it's not usually what one thinks of when photography hardware is concerned, but I'd like to put one together. I'd like one that looks nice and professional, but won't cost me a ton (imagine that). Any links and recommendations are much appreciated. Thanks!

Right now, I have any photos that I like printed as 8x10's, and I put them in an Itoya "ProFolio" (like here). This is a really inexpensive option (which is good, since I'm not a pro) but allows me to show it to people that are interested in seeing some of my photos. Of course, there are other options (click here to get an idea) at varying price points.

For the "real" pro, Brewer-Cantelmo is a standard in the industry for a "real" portfolio. They offer both cases (for loose prints on dry mount board) and binders (which is the preferred presentation method according to a book I'm currently reading). The binders have screw-post bindings, leather (or artificial leather) covers with the photographer's names embossed on the front. The images inside are under non-reflective plastic sleeves. As you can imagine, this route is not cheap.

One thing the book says to never do is use a standard photo album!

i use a similar "ProFolio" in 11x14 size. it was very inexpensive at Michael's craft store...less than $20. i also bought a nice leather 3-ring binder photo album from Target. i replaced the magnetic sheets with these.
