Is selective blurring/sharpening allowed under the current Advanced Editing rules? Please let me know quick (no pressure ya'll - ha ha) as this has to do with the macro challenge. Thanks!!!

Yes. Use of selection tools is permitted under Advanced so long as it is done in the spirit of correcting issues with your image.

It's allowed, but there's no concrete way to know when it will be judged "too much."
