I'm a bit befuddled by the balance challenge, I mean the description is easy to understand - Arrange the main subject and other elements within the frame of a photograph so that everything in the image has equal visual weight.
But past challenges haven't depicted that.

Hi Anita. The challenge descriptions can and do change once in awhile. This would be the third time there's been a change to the wording of the description for this particular challenge. ... and yes, it does change the feel of it somewhat from the last couple of runnings.

I did find a location with very similar wording to this subject in an article called 'Balance in Photography'. There are numerous other websites with information pertaining to this standard concept of photography fundamentals.

I'm not trying to dismiss your observation, it's a valid one for sure.

Being that this challenge is in the submission phase, and there are a couple of entries already, it would be best not to really dive into the subject theme too much at this point. Perhaps after the challenge has run its' course we can revisit this thread?
