I know a "Gaussian" effect/filter is legal under basic editing when applied to an entire image. My photo editing software is "Picture It". They don't have a filter with that particular name, but have one I beieve does much the same thing called the "Glow" filter.

Here is an example of an application of that filter:

Would using that filter (on the enitre image) be legal since I believe it's basically the same thing as Gaussian, only different name? Thanks.

can you also post the original before adding the filter?

That filter looks more like it is adding a "soft focus" effect - if that is the right name for it - rather than an indiscriminate blur. That is, the fine details seem to have been retained while the light areas have been blurred. (Something like that.)

Could you show us a before/after and also what the effect looks like with a higher degree of "Glow"?

Okay.... Heres a copy of the original turned to b/w (original is color, but for comparison, I left them all b/w)

And here is the original, only using a soft focus instead of glow:

Here is the glow effect used more strongly:

the second image (soft focus) looks the closest to Gaussian blur. The image with the stronger version of Glow is clearly not just blurred, but lightened and blurred in certain places only. This leads me to believe that Basic Editing might not allow you to use Glow (someone else will know for sure).

If Paint Shop Pro hadn't just decided to stop working on this computer, I could show you what Gaussian blur would look like on that picture. I am sure others will be able to help you out.

This looks more like a 'Diffuse Glow' filter in Photoshop than a gaussian blur. Cute gal, by the way. I don't think Diffuse Glow is legal on DPC for basic editing challenges.

Ok...thanks for the help. I'll stick to focus vs. the glow.
