Can someone tell me where Nik's Analog Efex would fall in the standard editing rule set? After a read-thru, I am thinking I can't use it but figured it wouldn't hurt to ask.

The answer would be, "It depends which parts".

For sure I would avoid the Multilens and Double Exposure effects in Standard, and any Frames that add text to the border. After that? Under the old Advanced rules I would have avoided Zoom & Rotate, Motion Blur, Light Leaks, and possibly even some Photo Plate effects, but they would seem to be fine now, at least from a DQ perspective. Whether or not they are keeping with the "spirit" of the rules is something I believe the SC is allowing us to suss out on our own.

You have a misspelling there...

It's "who nose"
