Don't get too excited. Here's why:
- A FF lens only projects an image circle slightly larger than the diagonal dimension of the sensor (about 43mm). Any shift or tilt will result in dark corners
- The hypothetical adapter apparently contains no glass, so there is no compensation for the extension. That means no focusing to infinity on an EOS body.
The adapter *would* be very useful on an EOS-M body, where the flange distance is so much smaller, and the smaller sensor gives room in the image circle for tilt and shift.

Not unless you want macro only. The EF-S flange distance is the same as for EF.

but the projected image circle is bigger than the sensor is it not when you use EF Glass?

Oh, for sure. In the case of an APS-C sensor with an EF lens, you've got an image circle a minimum of 43.2mm in diameter (to cover the 36mm x 24mm frame), and a sensor that is about 22.5mm x 15.0mm. The available shift is about 18mm horizontally, and 22mm vertically.
