Maybe it would be more appropriate to have each person submit something as a nod to their own country or culture? And maybe a more interesting variety?

the only problem being that lots of people would vote inline with their national pride
eg aussies vote up shots of kangaroos and down shots of eagles
while the english would vote up shots of rainy cold streets and down shots of palm lined beaches :)
we would get some great photos but the voting would be all over the place
