Capture an image with a fast shutter speed to "freeze" an action shot, whether it is a drop falling about to hit the water, a player on a sports team making that key play, or nature showing you something special, freeze that moment and show it to us.

That's how I do 'it' and am guessing you'd not be DQ'd for a long shutter speed?

as long as there isn't a special rule indicating a minimum shutter you wont get dq'd and i doubt such a special rule would be in play.

If the picture looks like it is frozen action, but you exposed in a dark area for 5 minutes, I don't see why that should be an issue - the point is the image, not the shutter speed. (why I called it frozen in time, not "fast shutter speed XXVI") :)
