My friend's digital photo folders are in a shocking mess with many duplicates across various folders, and she has asked me to help her fix them.
I searched the forum threads but only found ONE mention of a program to fix this.
I did google it and found many hits - TOO many - but I have no idea which ones are good, bad or disastrous.
Can someone please tell me of software they have actually used and liked?

What operating system/version will you be using?
Instead of googling why not look at a dedicated software download site like cNet?

Her laptop is Windows 7.
I'll have a look at cNet.... does that mean they are reliable? They are for real? You can trust reviews on that website?

My favorite text editor - UltraEdit - has a companion package called UltraCompare. One of its features is duplicate file find across folders, which sounds like it will do what you are looking for. I've used this company's products for well over 15 years - a great company to work with, with great products.
UltraCompare is available as a stand-alone product, at the ridiculous price of $49.95.
