How are people able to use numbers that are no longer in service?
I get a lot of calls from such numbers which I don't answer but immediately call back and are told the number is no longer in service. Many times the number is already on my call block list. |

My boss got a recording of the "not in service" tone and message, and uses it on his answering machine. The people who he specifically gives his number to know about it, so they can leave a message. Others just hang up. |

it is call spoofing and there are tons of mobile apps that allows you to mimic any number that you want like I dial from my number and say that mimic as your cell phone number so that the receiver would see it as your cell phone number and not mine. |
