Ok, i know someone's asked it...but.....

if i were a person wanting to edit photos, with a good editing program, which one would i want to look into getting?

(not that i have any money right now to buy one...but i might want to try out some trials or something, since as soon as school finishes, im going to have much free time on my hands)

anyway, right now, ive got the basics down....but the program i have is a bit (quite) difficult to use..erm...its photoimpression 4, blergh.

advice would be great...

Photoshop. It's widely popular with lots of tutorials, books, and workshops. It's what the majority of people use so they are likely to talk in PS-talk. Plus it has all the tools you would need to edit photographs and is fairly easy to use.

photoshop elements 2 is a much less espensive package - w most of the important features... if money is tight - try that.

Agree you should check out Photoshop Elements. It will give you a leg up on learning Photoshop, which will shorten the learning curve should you decide at some point in the future to upgrade to the full version.
