It's a light bulb, looks like an indicator lamp of some kind.

Something old! I've seen that type of bulb used mostly as a power indicator on (very) old electrical/electronic equipment. The top part is actually a lens over the filament. As to what the equipment might be, anybody's guess!

Ha, the other thing I've seen that type of bulb on is a little keychain flashlight.

It looks to be either very small or very thick glass. Could it be an oven light?
