Hmm. Well, I'm pretty sure the tubular portion is a battery, and the little PCB at the end appears to be just to provide power indication via the LED. Now WTF did it come out of, LOL?

Yes, I will confirm that you have identified these components correctly.

Awright then... lessee:
- The custom configuration of the battery tells me it's not meant to be (easily) replaced and thus is probably rechargeable (or the device is disposable)
- The configuration of the battery indicates the form factor (long, narrow tube) is part of the device's design constraints (thus my laser pointer guess)
- The presence of the Kapton tape is an indicator that the device is not ultra low cost

Based on the above, my second guess is, guts of an electric toothbrush.

Your observations are really great, and all are quite spot-on.... Yet the item is not an electronic toothbrush.

ETA: For a hint, it is disposable, not rechargeable.

Awesomely cool guess, but you've pretty much went 180 degrees out from the purpose of this device.
