Someone in the forums posted a set of guidelines that were used at a school to rate a picture. It was used for some photography class and it had some great points to look for, like is the subject identifiable, is it in focus and some other great things I don't remember. If you are this person, or if you remember this link or have anything similar, can you please post it.
