Levels and Curves (and other color/tone adjustments) are both fine in Basic, but you must apply the adjustment to the entire image at once -- no selections or masks allowed.
You can read all the current challenge rules here, and there is a link to the appropriate rule set on the challenge entry submission page.

thank you Paul, that helps a great deal :)
I understand about selection tools but find the rules laid down a bit confusing ;)

unless i have misunderstood the Rules listing and the various discussions about the rules, you could also apply levels, curves, etc., to an single color or color channel in the photo, as long as it is applied in a universal fashion... e.g., change the hue of all the greens or desaturate all the reds.

That's right, you can apply the adjustment tools to individual color channels as long as it's applied to the entire image.
I especially find I often use a Curves adjustment to the Blue channel to make skies bluer and foliage greener -- this example has the Blue Curve masked off on the left half to show the effect.

ps
I think the confusion over levels in Basic Editing for me, is that I cannot see it referred to in the rules attached to the challenge itself - unless I haved developed selective reading :) |

Nope, you have not been afflicted with selective reading :-)
The Basic Editing rules are what we refer to as "tools-based" which implies that some tools are legal, others are not... and this is pretty much the case. So you might expect the legal and illegal tools to be listed as such. No such luck. To do so would be so labor intensive that it would never be complete, since each feature of each revision of all common editing software products would have to be evaluated.
So you are left to decide whether a particular tool acts on the entire image, or on a selection. If it acts on the entire image, it's going to be legal.
Basic Editing was conceived at a time when the world was much simpler, and IMO has outlived its usefulness. We talked (and talked and talked) about making it into a "results-based" rule set like Advanced, but that did not, and probably will not happen. Your best recourse, should you have questions, is to do just what you did; ask. There are scores of very helpful members, and of course the Site Council, who will answer pretty much any rules inquiry.

Originally posted by Basic Rules: You may:

Levels and Curves are the two most-used tools to change colors, tone, contrast, etc.
Interestingly, by being "tools-based" rather than "results-based" Basic allows the creation (for better or worse) of interesting and sometimes bizarre color effects, which would be illegal under the Advanced rules set.
