On this photo there is a "rectangle"acting as a border or something to that effect. Can anyone tell me how to do that on PS7?

I like that on some images too. I usually don't like to interrupt the photo, but sometimes it works well.
Anyone know how? |

Pretty easy. Draw a rectangle on your image with the selection tool. In the Select menu, choose "Modify> Border" and make the border about 1 or two pixels. Hit Delete to make the selected border white. You could then choose "Fade" from the edit menu to make the border partially transparent.

If you are using photoshop you can draw the shape with the marquee/selection tool and then under Edit>Stroke select line size, color, blending mode, and opacity and voila.
