Interestingly enough, I will be working on building a press in the coming couple of weeks, using a hydraulic cylinder with a 6 ft stroke and 8 inch bore.
Is the mystery press for forming metal parts, like maybe car wheels or something similar?

It is extruding a metal which is not aluminum... another hint: the metal is never melted at any time within the press.

Since the ram and die are round, maybe a press for steel clock frames? (as "clearly" / not clearly shown)?

It looks like maybe it's making solder "wire" then. That's the only metal product that I can think of that would lend itself to being extruded by a press like this.

Bingo!

It's extruding flux-cored solder wire, at this point nearly 1 cm in diameter. This thick "wire" is later thinned in progressive dies to final size.
The press itself is older than any of us, dating from the early part of the 20th century. As far as I know, it's still in operation, though not in the US.

kirbic is on the right track. Cuttooths guess is good too, but not the right kind of gadget. It does look a lot like the angle adjustment on a mitre or radial arm saw, and it works in similar fashion.
This one might bee too difficult to guess what it is unless you have used one, so here's another part of the same piece of equipment.

I will check back in about an hour.
My first thought about the solder press was " Great! They do still manufacture something in the US! " Guess not. : (
