Sorry for the confusion. I was saying that when we were letting people email photos to us, we were setting sizes to minimize storage on our end.

But the beauty of using someone else's site is that it's up to them to store it, so we have no size restrictions. Flickr automatically produces various sizes for viewing/download (I think you can choose not to allow download, though).

We then just poke through the group's gallery, find photos we want to use, and get them. You have to join our State of the Environment group to post photos: //www.flickr.com/groups/1667216@N23/

So:
1) Create an account
2) Go to that URL for the group and click "join this group" near the top, under the group name. Read the rules and join. One of the rules is that you grant EPA a license to use your photo. You retain copyright, of course.
3) Upload your photo
4) Put your photo in that group.

Be sure to say in the text description where you took it.
