Part of it is the space ship, yes (the bottom part). The top part is the mother ship "White Knight" which served as the launch platform.

Well, it seems clear that it's a hand-operated something with a scissors-like action. The molded plastic handles tell me it's not a heavy-duty tool.
I'll guess a snap-ring pliers.
